2018 City Infrastructure Projects

General Information

The City's infrastructure projects, also know as capital improvement projects (CIP) are projects funded wholly or in part by the City, or through the use of grant funding. They include the following replacement or construction of bridges/culverts, paving and widening of existing roadways and construction of some new regional roadway arterials.

Staff functions with regard to the implementation of Capital Improvement Projects include: preparation of construction plans and specifications, acquisition of right-of-way, bidding of work, and management of construction activities.

Current Projects

2018 Asphalt Overlay

Asphalt roads throughout the City require resurfacing on a recurring basis.  An average pavement overlay lifespan can be from 8-15 years depending upon several different factors, such as the harshness of winter, volume of traffic, how many heavy trucks use the pavement, the thickness of the new asphalt layer, the condition of the subgrade, and how well the new surface maintained through routine maintenance. This year’s program will resurface the Yosemite Street from Fairview Drive to County Line Road and Timberline Road from Lone Tree Parkway to the City limits. 

2018 Concrete Replacement

Prior to any mill and overlay project, the concrete curb, gutters, and sidewalks are assessed for damage.  Those areas that are in need of repair are replaced prior to placing the new asphalt.  The concrete replacement project will include parts of Yosemite Street from Fairview Drive to County Line Road, Timberline Road from Lone Tree Parkway to the City limits, and various parts of RidgeGate West.

Lincoln Avenue Concrete Replacement

Several degraded concrete panels on Lincoln Avenue east of I-25 were replaced last weekend.  Within a 48 hour time frame, Castle Rock Construction Company managed to remove and replace close to 4,000 square yards of concrete.  By using several crews and all available equipment, they reduced impacts to traffic from 8 weekends down to 1 weekend.  The concrete was sealed that following week and the project is now complete.      


County Line Road Improvements – Phase 2A

In December 2014, Douglas County initiated the County Line Road/I-25 Operational Improvements Study with the goal of developing strategies to improve traffic operations, safety and mobility along the County Line Road Corridor between Yosemite Street and Inverness Way South/Inverness Parkway Intersection and at the I-25/County Line Road Interchange.  After several stakeholder meetings and investigation of several alternatives, corridor improvements were identified for both the east and west sides of I-25.  In order to minimize impacts to the traveling public, the City worked on a phasing plan to construct the improvements over a three year period.  Last year, the City completed work on the first phase of the project known as Phase 1A.  Phase 1A consisted of the addition of a traffic signal at the north entrance to Park Meadows Retail Resort, addition of another lane exiting out of Park Meadows, and addition of dedicated right turn lanes into both Park Meadows and Park Meadows Center Drive.

This year, Phase 2A, is scheduled to start in June and will consist of the following:

  1. Adding another westbound (left) turn lane from County Line into the PF Changs (north) entrance of Park Meadows.
  2. Adding an additional northbound lane on Park Meadows Center Drive, with 3 signalized lanes for access to I-25 N, I-25 S, and County Line Road east.
  3. Removing the median at the I-25 SB exit onto WB County Line Road and adding another southbound lane to the I-25 SB exit.
  4. Milling and overlaying County Line Road from Chester Street to Park Meadows Center Drive.

Work will be performed both at night and during the day.  The project is expected to be complete by the end of October 2018. 

Chester-County Line Traffic Signal Replacement

Similar to the traffic signal replacement that was done at Park Meadows Center Drive and County Line Road, the City will be replacing the existing span wire signal poles with mast arms to match the other signals within the City.  By replacing the span wire poles, the City reduces maintenance costs as well as repair costs to frequently damaged span wires.  Work on this project is expected to start in the Summer and be complete by this Fall.  


RidgeGate Parkway Widening

        This project will widen RidgeGate Parkway from Havana Street to the City of Lone Tree limits from 2 to 4 6 lanes, to be initially stripe for 4 lanes.  Construction will also consist of raised medians, left turn lanes at signalized intersections, a separated cycle track, and an 8-foot sidewalk.  Construction is expected to start at the end of 2018 and be completed by the end of 2019.



Yosemite Street Medians

Park Meadows Metropolitan District (PMMD) has funded and is managing the construction of raised concrete medians with landscaping in place of the existing striped medians on Yosemite Street in between C-470 and Park Meadows Drive.

Southeast Light Rail Extension (RTD SERE Project)

This project began in 2016 and will continue through to 2019.  The Regional Transportation District (RTD) is constructing a 2.3 mile extension of the light rail from Lincoln Avenue to the end-of-the-line station south of RidgeGate Parkway, including three new stations and a 1300 space parking garage.  More information about the project can be found here.  

C-470 Widening Project

The Colorado Department of Transportation’s (CDOT) C-470 widening project started at the end of 2016 with an expected completion date of 2019.  More information on the project can be found here.  

 East West Trail Extension

Douglas County received $2M in grant money from GOCO (Greater Outdoors of Colorado) to extend the existing East-West Regional Trail approximately 8 miles.  The trail extension will start at the top of the trail behind Cabela’s and run under Interstate 25 towards the Town of Parker.  Design began in 2017 with construction to start in 2018.  More information can be found here.
