Planning Commission Members

Brian Bereit moved to Lone Tree in 2008 and lives in The Charter with his wife, Rachel. He was appointed to the Planning Commission in 2017. Brian was born in Craig, Colorado but moved away as a young child, living in seven states, before returning to Colorado in 2007. After managing hotels for over 21 years, he now sells them, working as a commercial real estate broker, specializing in hospitality transactions. Brian received his Bachelor of Science in Communication from Arizona State University. He joined the commission so he may be more involved with the shaping and growing dynamic of the City of Lone Tree. Brian enjoys skiing in the winter and boating and playing sports in the summer.

Rhonda Carlson
moved to Lone Tree in 2005 and lives in RidgeGate. Rhonda served on the Board of Adjustment before her appointment to the Planning Commission in 2012. She is an Information Technology professional at CH2M HILL, a global leader in consulting, design, design-build, operations, and program management in the areas of water, transportation, environment, energy, industrial facilities, and urban environments. Before relocating from Los Angeles in 1995, Rhonda worked in entertainment, aerospace, and high-tech industries. Rhonda holds a Bachelor of Science in Business Administration specializing in Computer Information Systems from Arizona State University, and professional designations in Systems Management and Systems Analysis from UCLA. Rhonda is a member of the Colorado Women’s Chamber of Commerce and the Computer Technology Association.

Andrew Dodgen moved to Lone Tree in 2011 and lives in RidgeGate. Andrew was appointed to the Audit Committee in late 2012, before his appointment to the Planning Commission in 2015. He is a Certified Public Accountant and a Commercial Real Estate Broker. Andrew can’t imagine living anywhere else.  He feels the people are great and the amenities the city offers are the best.  His father is from Salida, CO and his parents met at CU Boulder. Although, he wasn’t born in Colorado, his mom was pregnant with him when his family moved from Climax, CO to Tucson, AZ. He considers himself a Coloradoan.

Daryl Heskin has lived in Colorado since 1973, and moved to Lone Tree in 2012. He lives with his wife in the Club Terrace condos. He was appointed to the Planning Commission in 2016. He grew up in northeastern North Dakota. He attended the University of North Dakota studying engineering, and attended Montana State University in Bozeman, Montana where he received a Bachelor of Architecture Degree and a Master’s Degree in Architecture. Daryl has been a licensed Architect since 1975. He is also a licensed contractor in California, Broomfield, Douglas County, Englewood, Centennial, Denver and Aurora. He is serving on the Commission because he wants to give back to Lone Tree for all it has given to his wife and him. Since his background is in Architecture, Commercial Construction and Development, he thought the Planning Commission would be the place best suited to serve.


Kevin W. Spencer moved to Lone Tree in 2013 and lives in RidgeGate with his wife and son. He was appointed to the Planning Commission in 2016. He has extensive business expertise and a passion for balancing urban-suburban living. Kevin serves as a licensed Agent for New York Life Insurance Company and a Registered Representative offering securities though NYLIFE Securities. His business development experience ranges from small entrepreneurship organizations to executive-level positions with Fortune 100 companies. He also holds a degree in political science from Indiana University. He enjoys spending time as a family hiking with their dog in the scenic areas around Lone Tree.

Whitney Louderback is a Colorado native who moved to Lone Tree in 2016 and lives at AMLI RidgeGate with her terrier Addie. Whitney was appointed to the Planning Commission in 2018. Whitney is an Operations Associate at the Colorado Department of Education. Whitney provides operations, logistics, and administrative support to two teams: the District and School Performance Unit, which provides targeted support to the lowest performing schools in Colorado, and the Office of Field Services, which provides general support to schools across the state and specific support to Colorado’s rural districts and schools. She was born in Foxfield, Colorado and lived in the same house for the first 20 years of her life. Whitney moved to Ohio for college, studied abroad in the Republic of Ireland, undertook postgraduate studies in the United Kingdom, and most recently lived in Northern Virginia. She received a Bachelor of Arts in International Relations from The College of Wooster in Wooster, Ohio and a Master of Arts in Comparative Ethnic Conflict from Queen’s University Belfast in Belfast, Northern Ireland.
