Wireless Communication Facilities
Wireless Communication Facilities (WCFs) are facilities that are used to provide personal and/or public wireless services to the community via licensed or unlicensed frequencies. The City of Lone Tree has numerous WCFs installed on private property, as well as several small cell wireless facilities installed in public rights-of-way.
The WCFs in Lone Tree are installed by wireless service providers and are part of a larger network that provides cellular service to smartphones, tablets, and other cellular devices. WCFs are critical to faster and more consistent connectivity as people become more dependent upon high-quality cellular service for personal, business and public safety communications, as well as for entertainment. These installations are for standard or LTE service but have the capability to provide 5G technology in the future.Limited City Regulation
WCFs are classified into three categories:
- Freestanding facilities (i.e. those installed by constructing a new tower or pole),
- Facilities installed on existing structures or tower/poles, and
- Facilities that are collocated (i.e. placed adjacent to) with existing WCFs.
All three facility types can occur on either private property (e.g. a hotel) or public property (e.g. those placed in City right-of-way, such as in medians or on streetlights).
Due to current federal and state regulations, the City must allow the installation of WCFs in the City, however, the City may still review WCF proposals to ensure they are safely engineered/constructed and located, and to ensure the WCF installation adheres to the City’s aesthetic design requirements. Additionally, when new WCFs are proposed, providers must first attempt to collocate their facilities with existing facilities or install them on existing structures or poles.
When new freestanding facilities are necessary to support installation, all providers are required to install free-standing poles with a limited profile. To date, all free-standing wireless communication facilities have been installed on 30-foot poles designed to complement the color of adjacent streetlights and traffic signals.
