Rezoning of the Westbrook Entertainment & Sports District Planned Development Paves the Way for New Development Opportunities  

Big changes are coming to Lone Tree’s Entertainment District. On December 16, 2025, City Council approved the Planned Development (PD) Rezoning for the Westbrook Entertainment & Sports District PD, 5th Amendment, paving the way for the redevelopment of the vacant United Artists Theatre site, furthering the City’s implementation of the City’s Comprehensive Plan, Lone Tree Elevated.  

 “This rezoning serves as a catalyst to revitalize the Entertainment District by bringing new life to the United Artists Theatre site while increasing activity and energy for surrounding businesses,” said Mayor Pro Tem Jay Carpenter.  “With this rezoning in place, Lone Tree is setting the stage for a more vibrant, connected, and engaging destination for the entire community.”  

This approval created a new Planning Area, titled Planning Area 10 (PA10), which includes land use and development standards designed specifically to support a vibrant, mixed-use destination. Future development may include apartments or condominiums alongside art and music venues, restaurants, bars and lounges, coffee shops, ice cream shops, retail spaces, and specialty grocers.  

In tandem with the possibility of mixed-use multifamily development, the plan emphasizes community-focused amenities such as public promenades and parks. The PD document encourages programming these amenities with seasonal markets, outdoor concerts, public art, and special events that residents and visitors can enjoy. 

PA10 also includes provisions to support standalone commercial development, allowing for uses such as hotels, professional offices, theaters, recreational facilities, daycare centers, and restaurants, as well as banks (without drive-throughs) and retail spaces.
