Development Review
Development review includes the review of public infrastructure projects, such as roadway and storm sewer projects and private residential and commercial projects, such as residential subdivisions, retail or office developments.
The review consists of an extensive technical review of the construction plans for conformance with City regulations. The review includes, but is not limited to, grading, erosion control, site access to public roads, roadway and/or parking lot design, utility connection locations, pavement striping, pavement design, signage, signalization, storm sewer and storm water management.
Technical analysis, which support the project design, such as pavement design reports, traffic impact studies, storm water management studies and grading and erosion control reports.
Engineering Criteria
The City has adopted the following criteria manuals to be used in the design of development projects within the City:

- Douglas County Roadway Design and Construction Standards
- Douglas County Storm Drainage Design and Technical Criteria Manual
- Landscape Design Guidelines and Standards for Areas in and Along Public Rights-of-Way
- Urban Storm Drainage Criteria Manual Volumes 1-3
